Census Coverage Survey (CCS)

Census 2001

Census 2001 results were the first census results to represent the entire population. This was achieved through a project known as the “One Number Census” (ONC). There were two elements to the ONC, an independent follow-up survey (CCS) followed by estimation and imputation processes.

A post-enumeration survey (The Census Coverage Survey, CCS) was carried out in 2001. In Scotland, the survey included about 40,000 households and 90,000 people and involved face to face doorstep interviews with a sample of households, picked at random, from every council area in Scotland. In the past, the total population given by a census was the raw count, but by combining the results of the 2001 Census and the information gathered via CCS, it was possible to estimate the total resident population as “One Number”, to a high level of precision. It was then possible, with the use of a statistical formula, to make an accurate estimate of those not counted under the main census.

The results from the CCS were compared to the results of the census to determine the proportion and the characteristics of people not counted by the census.

2009 Census Coverage Survey (CCS) Rehearsal

The census is vital to developing an understanding of our population – its size, ethnicity, health and housing. We’re getting ready to conduct a new census in 2011 and to make sure that we get the right information for everyone in Scotland, we carried out a census rehearsal in March 2009. This was to ensure that all aspects of the survey have been taken into account for the full census in 2011.

The 2009 CCS Rehearsal took take place between Sunday 10 May and Friday 19 June 2009. The survey covered approximately 3,000 households in selected postcode areas, in west Edinburgh and Lewis and Harris. In 2011 the CCS will cover approximately 40,000 households Scotland-wide.

The CCS is a short doorstep interview that covers only a selection of census questions.
