Scotland had 22 census regions with a regional manager for each supported by district managers, team leaders and census takers (enumerators) who were responsible for delivery, collection and collation of census questionnaires.

We ran a survey after the census to help us check the quality and quantity of the census.

Census Regional Managers are responsible for the organisation and management of the census at local level and have a key role in increasing awareness of the census. They are responsible for training and supervising their field staff.
Census District Managers report to their Census Regional Manager and support him or her with the management and co-ordination of enumeration within a Census District. They will have a key role in ensuring complete coverage of the resident population.
Census Team Leaders assist with the management and co-ordination of the enumeration process ensuring activities are completed on time and to the required standards. They carry out the enumeration of residential establishments, such as care homes, and assist in the recruitment and training of a team of around 12 census takers (enumerators). Team leaders are responsible to their census district manager.
Census takers (enumerators) are responsible for the count of people and households in a designated area (known as their enumeration district). Most census takers deliver and collect the census questionnaires. They also follow up households that do not return a questionnaire, provide assistance to the public and reconcile questionnaires following the census. Census takers report to their team leader.

CCS Area Managers are responsible for the organisation and management of the CCS at local level and have a key role in recruiting, training and supervising field staff who are responsible for carrying out the survey.
Census Coverage Survey (CCS) (Team Managers)
CCS Team Managers are responsible to their CCS Area Manager for the management and co-ordination of the survey within a Local Authority. They have a key role in recruiting, training and supervising interviewers, ensuring survey activities are completed on time and to the required standards.
Census Coverage Survey (CCS) (Interviewers)
CCS Interviewers are responsible to a CCS Team Manager. They are responsible for carrying out survey work in a designated work area (postcodes). Their duties include listing all households in their postcode area(s), interviewing householders and completion of a questionnaire and reconciling questionnaires for return to their Team Manager
